Hi Roy , i went through this same scenario today with a 3.5lt 2003 Misubishi Pajero...book said holes down , but i found if i finger tightened the tensioner bolt and turned the eccentric through 360 deg. it would bind on webbing(pivot bracket) in the holes dow... Login to read more.
