Does the car actually have a "fast" idle when started? It almost sounds like the IAC is stuck closed or nearly so.

I'd expect it to start hot at around 1200 and drop to normal idle. Cold should jump to around 1500-1800 at initial start and drop to around 110... Login to read more.
