I'm pretty sure that this fuel regulator is not controlled by vacuum. The vacuum routing diagram in ALLDATA shows the vacuum line going to the "Pre-Plenum". As another respondant stated, it is a controlled dump in case the diaphram ruptures. The fuel would get... Login to read more.
