Hi Jeff,

These don't use a cold-start injector, but rather calculate the CTS and RPM in crank mode, and give the injectors an on-time. 21ms doesn't seem abnormal for a cold-start (Hondas can go 60ms), BUT, if the CTS is open, or indicating that it is say 40 ... Login to read more.
