A quick glance at the schematics shows that the 20A EFI fuse only feeds the EFI relay, which feeds the 10A EFI No. 2 fuse.

Since the 10A fuse isn't blowing, I'd be checking the circuit between the 20A fuse and the 10A fuse. Login to read more.
