I'm leaning against it. That's not a known typical ECM failure and those ECMs are really robust.

Clear the DTCs. Warm it up. Run the KOEO and verify no resulting DTCs. If you get DTCs, fix 'em. Run the KOER self-test. If you get the 173 back, it's rich.
