Because 5V used to be the voltage that semiconductor chips, CPU's, ECM's, etc all ran on. An Analog to digital converter chip could THEREFORE measure a signal from (around) .5v up to about 4.5 V.

Most of today's chips run on 3.3V or less but the 5V reference... Login to read more.
