Have you cleared codes (or battery disconnect) since the wiring repair & FILP adjustment? If not, do so and run both self tests. If the #23 returns, I'd be loading the circuits and scoping the FILP at the PCM plug while doing the KOER test to "see" what the PC... Login to read more.
