I think I've got a heading on the problem.

The 9B (alldata) (or 9T if you are looking at Mitchell) is supposed to get B+ with the brake pedal up and the cruise switch turned on. I thought that pin was just for manual transmission vehicles, but apparently not... Login to read more.
