The 5.2 in 1989 was a tbi set up that used idle speed motor that moved the throttle shaft to control the idle speed. Thus the tps reading would vary depending on how far open the throttle was to maintain the desired idle speed. .9 to 1.3 volts is about normal. Login to read more.
