Sounds like you're on the right path Scott. Either that control circuit is shorted to ground somewhere or it's a bad PCM (8/80 warr). If you disconnect PCM connector C3 (56 way grey), and the circuit is no longer grounded, it's the PCM at fault. Login to read more.
