I fixed a 99 Windstar some 2 months ago with the same problem. Did all the usual stuff, VC,intake gaskets and isolators, etc. The trims at idle still were +15 and +18. The reflash fixed it 100%. Ford even says NOT to replace the lower intake due to leaky IMRC ... Login to read more.
