I would be finding out why the CEL doesn't work,Toyotas ECUs are tough but if the customer has been repairing it they may have let out some smoke.I have seen a couple of Honda ECU's that lost CEL function and were o.k. otherwise;I haven't seen that happ... Login to read more.
