There is an ignition switch relay behind the glovebox that powers a number of fuses , the two items you mentioned are on fuses 10 and 12 , the relay also provides current to fuses 2 3 5 6 7 8 9 and 11 . If all these circuits stay hot then it's likely the relay... Login to read more.
