As Rusty stated, check for a P0463 in the PCM. If not, it needs a cluster. From what I see in SI, on the 2001 model the fuel guage will default to empty with a P0463. On the '00 model, the PCM would show a default fuel level of 40% for EVAP diagnostic ... Login to read more.
