There should still be an OBD II DLC under the RH side of the dash. Unfortunatly, the EEC IV PCM's don't have flash capability. You'll have to have the PCM replaced with a newer part which is OBD II and capable of being reflashed. There is TSB# 96-3-18 ... Login to read more.
