Have you checked this TSB 0101399R OCT 99 PCM - MIL ON, DTC P1132/P1131 Set,

It might shed some light on your problem. Also I think the ECM actually thinks it's rich from the O2 data so the ECM is trying to lean the system out when it should'nt ther... Login to read more.
