Below seems to be the only SAE scan tool definition for Equivalence Ratio "stoichiometric is 14.64:1 .... fuel control system was commanding an 0.95 EQ_RAT, the commanded A/F ratio to the engine would be 14.64*0.95 =13.9 A/F" or 0.95 = 13.9/14.65.
