It sounds like you have a clogged heater core/ bypass. We have lots of 3.0 Flex Fuel '98 and '00 Tauri (Tauruses?) in our fleet, and when a no heat deal comes in, we either do a heater core, or try to flush the core and bypass with garden hose water and light ... Login to read more.
