Jeff, I had the same problem on a 99 Expidition using and NGS scanner. Contacted Hickock (the aftermarket supplier for NGS).

They told me to look in TSB 01-6-2 from Ford. It has a list to use when replacing modules and reprograming the keys. Hope this helps,... Login to read more.
