Sounds like a vacuum leak. I'm not sure if it applies to the '98, but I do remember seeing a bulletin concerning the seals on the lower plenum and the isolator bolts for the lower plenum. New ones are green. The TSB was also pretty specific about not using spr... Login to read more.
