Edwin, you are absolutely correct, if the unit ( looks like a spring loaded diaphragm in a housing ) has a vacuum hose going to a vacuum source, then it is a modulated pressure regulator.

if it is just vented to the atmosphere, it is a dampener. Login to read more.
