Pretty sure your looking at a bad PCM Mark. Just grab a schematic, and check the resistance of the rest of the solenoids and relays that the PCM controls.

This is real easy to do with the PCM disconnected. They commonly power up from the "gages" fuse. So key... Login to read more.
