If AD is right (likely), PCM supplies PWM 5v signal to relay coil with other end grounded. If you have 12v, a short is likely. The duty cycle of PWM varies to control fan operation. Good to look at with scope. Would not be at all good to supply steady 12v to a... Login to read more.
