Had a 99 Winstar about 2 years ago and saw some strange MAF signals also turns out that closer inspection of the air snorkel yeilded my answer. It had a fixed "Aftermarket get more power yeah right" Tornado fan in it. It looked like a twisted fan blade. Gussin... Login to read more.
