Not a 3204, but on 3208 (same family, sort of) I have a service manual in front of me. Torque depends on which bolts you have:

Earlier bolts with SIX dash marks-grade 8

bolts 1-18, step one 60 +/- 10 lb/ft

bolts 1-18, step two 95 +/- 5
