Tap the bore of the IPR. Run a bolt in and cut it off flush. You now have a solid plug. (Mike Cleary tip)

One word of caution, There will no place for the pressure to escape if there isn't a leak. Back the IPR out SLOWLY until the pressure bleeds off.
