This sure does sound like what TSB - 25-004-13 addresses. You mention the heat shrink wrapping and 02's. Have you verified 02 wiring back to PCM, maybe the dealer tech didn't do such a good job with the new connectors and the follow up with the rest of the TSB... Login to read more.
