If I'm not mistaken, the EPA requires a shelter over waste oil containers to prevent that exact problem. It happened to me also. I used a 3/8" X 4' fuel line, cut the bottom off at an angle, then drilled out the plastic plug and pushed the tube through it till... Login to read more.
