Before giving up try getting the exhaust off as close to the turbo as you can. It's rare but I have seen mufflers/dpf's plug up. Also seen the waste gate stick open. If it is a VGT turbo look to see if it is actuating when it acts up. Depending on the positio... Login to read more.
