Where is the Bendix ABS ECU on IH 9900?

Vin is 2HSCHAPR95C002515 and it's a 9900i Eagle.

Trying to troubleshoot a front modulator code and can't find the Bendix EC-60 ECU. Is it behind the dash someplace? Already looked on the frame rail. Login to read more.
