looks quite similar to the ones i worked on when i maintained FedEx express trucks sounds like the hydraulic valve is bad.. your picture calls it the h1 valve make sure the cam on the shifter isn't worn out replaced lots and lots on FedEx trucks any questions... Login to read more.
