Scuff Marks on Inside of Wheel

Anyone know what causes this?

This is on the right rear inside dual of an E350 PDV, but I've seen it on a front wheel of a curbside once before. There are 12 scuffs at equally spaced intervals, but there are only 8 studs and hand holes.
