Take a look at VSS input to see if the PCM thinks it's time for the TCC to be locked up. I wouldn't worry about the lack of the TCC PID changing state. For some reason on some years/calibrations it won't, even when the TCC is commanded on. Sometimes you will o... Login to read more.
