If is has secondary AIR, disable it by pinching off the hoses to the manifolds and see if the symptom is gone. If so, then see if the airflow to the manifolds stops when to do a snap decel, it should. If it doesn't, I'd test vacuum switches/solenoid valves and... Login to read more.
