Charlie, my Isuzu CD says a code 21 is rack sensor circuit low voltage. There is no code 19 listed. It also says to jump pins 4+6 in the DLC with a 4.7k ohm resistor to get flash codes. Each code should flash 3 times. HTH Jim Login to read more.
