Test drive and monitor VGT%, EBP actual and EBP desired. If the EBPA and EBPDES do not track together, then the turbo is sticking, especially if it is at 85% and EBPA is low/EBPDES is high, or if it is at 15% and EBPA is high/EBPDES is low.
