Closing an IPR valve - 2007 6.0L - E450 Bus

I think I have an ICP leak, but have not yet done any diagnostics because this one might still be warranty. (10yr, 100,000mi)???

On a hot restart, only after a hotsoak, I have a crank but no start. ICP 286psi cranking, IPR 85%.
