your 280 psi is very close to 300 psi. At this point I would pull the IPR and see if the Oring on the end was broken, then like Dwight mentioned, power up the IPR and ground it so that it is closed, then crank it. Done forget, that if the IPR is stuck opened, ... Login to read more.
