For the P0470, 471 and 299, check the EP (EBP) sensor signal. Key on/engine off the EP pressure should match MAP and BARO. While driving the EP pressure will fluctuate as load changes and the turbo vanes and EGR valve open and close, but it should not be errat... Login to read more.
