fleet of GM van/bus gasers wants to limit speed to 70mph

I have a customer fleet that wants to limit their 96 and newer Gm Van/ bus conversions to 70 mph they haul kids so this is an issue. Does anyone know if there is a flash oem or aftermarket for this?
