On page 5 of the Virgina CDL Manual it says to drive a vehicle with air brakes you need the air brake endorsement. But it doesn't seem to say you need a CDL if the vehicle's GVWR is 26,001 or more if not air braked. I can see where there would be some confussi... Login to read more.
