Ignoring the "hi to low open" insinuations of the DTC, it sounds to me like the intensifier piston inside the injector is perhaps scuffed/ galled/ siezed, and that's why there is no oil coming from the spill port while it runs. Change out the injector, I say. ... Login to read more.
