No Crank Communication Errors

Good Day Techs.

First I would like to commend you Truck/Coach technicians for the work you do with such poor information services.

I do not normally work on commercial vehicles so this has been rough so far, I have a 2017 Freightliner M2 8.9 Litre Cummins with Allison transmission that is a garbage truck, It was bought at Auction and I have very little history on it. When is was recieved in December last year it was starting and running fine, It was moved around the yard several times without issue. It developed a no crank condition and the emergency flashers and headlights are on for no reason, Initially the dash showed errors SPN 2003 FMI 19 and SPN 2071 FMI 19 in Bulkhead Module. The shift indicator was initially blank and not indicating neutral. I measured 63 ohms across C and D of the 9 oin but scoping C and D revealed 2.56 volts flat lined on both circuits. There is a mystery module that appears to be wired into the J1939, under the dash. It had a broken or cut wire that I repaired and that seemed to help. I found the ECM power relay was missing so replaced that. (there have been several techs attempting repairs). This restored the transmission shift indicator but it still won't crank. If i jump the starter control circuit with the key on the engine starts and runs but the transmission won't shift. I have confirmed powers, grounds and network wires to the Bulkhead Module, Transmission Module and Chassis Module. Ive tested the Can Bus to the ECM. Im using J-Pro and randomly have communication with various modules.
