If you have that much oil crap in the turbo outlet the turbo blades may have deposits on them. Have seen that cause low boost. The blades get heavy and won't spin as fast. Worst one I've seen held full throttle RPM to about 1,800. We took the turbo's off, plug... Login to read more.
