This reminds me of an issue we had with a 2007 Int'l 4400. PTO would not engage, no speedo, and the cluster was acting strange. Found the VIN and Engine S/N were missing from the ECM memory, and the transmission type was set to manual. Fix was to flash the ECM... Login to read more.
