Ed,last year I repaired a 1995 INTL 4700,not sure if wiring is the same, but had same issues. I found a stud behind the cluster w/multiple grounds and nuts on it. Cleaning and tightening all the ring terminals fixed my cluster [...] luck, Mark Login to read more.
