Caging the brakes when you park it, REMEMBERING TO CHOCK IT, would be the easy way.

The problem is, getting the driver to remember to UNCAGE 'em when he/she hooks up next time. Maybe tie the caging bolts to the chocks with a 4-5 foot light chain or cable?
