Honda used to offer different levels of pads sold.

i.e. bare pads, basic kits,(pads with backing plates) and pad kits(pads and springs, etc.)

Dunno if they still do, perhaps Carters parts supplier sent him the "naked" pads as the lowest cost alternative. Login to read more.
