Attracting an L1 Master without flat rate pay

Is it possible to attract an L1 Master Technician if we don't offer flat rate pay? Will a guy like this come to work for a good annual salary with an incentive for productivity?

What is a good annual salary for this position? 50K? 60K? 70K?
